September 7, 2011 -
As a reminder, the Refinery ICR Upload Portal is NOT an appropriate method for submitting ICR responses containing CBI.  If you recently uploaded responses to Refinery ICR Component 3 or Component 4 to the website, please take a few minutes to review your files to ensure they do not contain CBI.  If you find CBI, please email as soon as possible to request instructions for removing those files.  The dates of all original submittals to the website have been documented, so uploading a corrected non-CBI file will not be considered a late response.

Note:  Please review your submitted files by logging into the Upload Portal and downloading the files from the Refinery ICR Website rather than reviewing the files that you kept for your records.  This will allow you to catch issues such as the wrong file being uploaded.

August 15, 2011 -
As a result of questions regarding how to report fuel gas sampling and analysis results, the Refinery Testing Supplement has been revised to remove the “FuelGas_Data” tab, and a new fuel gas template has been posted to the Component 4 page as “Refinery Testing Supplement – Version 2 for Fuel Gas.”

Note: Version 2 has been provided for clarity but does not ask for different information than the original template.  We recommend that you complete Version 2 for fuel gas sampling and analysis, but it is not required.  *** EPA will accept results reported in EITHER template. ***

In addition, Frequently Asked Question TestReporting-007 has been posted on the FAQ page.

July 6, 2011 -
Registered users who have uploaded files through the Upload Portal will notice differences in how their files appear.  Files were originally sorted by Component in increasing order and then by date uploaded, most recent first.  However, this meant that, for example, Component 2 files appeared after Component 1 files, even though they were uploaded more recently than the Component 1 files.  Files are now sorted by date uploaded, most recent first, regardless of Component.  No changes have been made to the files themselves, or to the information associated with each file (e.g., Component, Facility ID, Date uploaded).

EPA’s Office of Air and Radiation (OAR) is conducting an information collection request (ICR) to assist the EPA Administrator, as required by sections 111(b), 112(d), and 112(f)(6) of the Clean Air Act (CAA), as amended, to reevaluate emission standards for this source category. EPA is soliciting this one-time information collection with a survey, under the authority of CAA section 114, from all potentially affected petroleum refineries. Petroleum refineries are facilities engaged in refining and producing gasoline, kerosene, distillate fuel oils, residual fuel oils, lubricants, asphalt (bitumen) or other products through distillation of petroleum or through redistillation, cracking, or reforming of unfinished petroleum derivatives. The North American Industry Classification System (NAICS) code for respondents affected by the information collection is 32411.

The Agency is administering the survey in electronic format, which is posted on this website. OMB approved this ICR on March 28, 2011. The OMB Control Number is 2060-0657; approval expires March 31, 2014.

This ICR has four components: i) a questionnaire to be completed by all petroleum refineries; (ii) an emissions inventory to be developed by all petroleum refineries; (iii) distillation feed sampling and analysis to be conducted by all petroleum refineries; and (iv) emissions testing to be completed in accordance with an EPA-approved protocol for 88 selected emissions sources. You should have been notified in the CAA Section 114 letter if a source or sources at your petroleum refinery must be tested under Component 4.

The deadline for submission of the required information follows:

  • Component 1 (Questionnaire): due May 31, 2011
  • Component 2 (Inventory): due June 30, 2011
  • Component 3 (Distillation Feed Sampling): due August 31, 2011
  • Component 4 (Testing, if applicable): due August 31, 2011
